The ICPD conference held at Cairo, 1994 advocated a paradigm
shift of family welfare programs from the number or target-oriented
strategy to client centered, quality oriented and a demand
driven program covering all stages of women's life in the
form of a life cycle approach. This is to be implemented
through democratic decentralization institutions i.e. Panchyat
Raj Institutions.
